A Long-Term Solution to Flooding in Metro Manila.
For decades, residents of Marikina, Pasig, and other flood-prone areas in Metro Manila have suffered from devastating floods, especially during typhoons.
The overflowing of Marikina River has been a recurring problem, causing property damage, displacements, and even loss of lives.
However, with the construction and rehabilitation of Kaliwa Dam, Laiban Dam, and Wawa Dam, there is renewed hope that these flood risks will be significantly reduced.

Former President Rodrigo Duterte's Initiative.
During his administration, former President Rodrigo Duterte expressed deep concern over the increasing casualties caused by severe flooding, particularly in Metro Manila and nearby provinces.
Determined to find a long-term solution, he pushed for the development of Kaliwa Dam, Laiban Dam, and the Wawa Dam rehabilitation as part of his administration's "Build, Build, Build" program.
His directive aimed not only to secure a stable water supply for Metro Manila but also to create a comprehensive flood mitigation strategy to protect communities from life-threatening disasters.

The Role of Kaliwa Dam, Laiban Dam, and Wawa Dam in Flood Mitigation.
1. Regulating Water Flow from Upstream Sources.
The Marikina River is fed by various upstream water sources, including rivers from Rizal and Quezon Province.
During heavy rains, excess water from these sources leads to rapid water level rises in the river.
The Kaliwa Dam, Laiban Dam, and Wawa Dam will serve as storage reservoirs that capture and control the release of water, preventing sudden surges that cause flooding.

2. Reducing the Need for Emergency Spillway Releases.
Historically, when Angat Dam, Ipo Dam, and La Mesa Dam reached critical levels, water had to be released to prevent dam failure.
Unfortunately, these releases have often contributed to Marikina River overflowing.
The Kaliwa Dam, Laiban Dam, and Wawa Dam rehabilitation projects will help reduce the burden on these existing dams by serving as additional water catchment areas.

3. Enhancing Flood Control Infrastructure.
In addition to the dams' primary function as water sources, the projects include flood control components such as:
Diversion tunnels that regulate the flow of excess water.
Flood spillways designed to release water in a controlled manner, preventing sudden increases in river levels.
Reforestation programs around the watershed to improve soil absorption and minimize rapid runoff.

Addressing Concerns and Moving Forward
While the Kaliwa Dam, Laiban Dam, and Wawa Dam rehabilitation projects have faced environmental and community concerns, the government has committed to responsible development, ensuring that displaced communities receive proper relocation and that environmental safeguards are in place.

A More Flood-Resilient Metro Manila
With the completion of the Kaliwa Dam, Laiban Dam, and Wawa Dam rehabilitation, we can expect a significant reduction in flood risks along the Marikina River.
These projects are not just about securing water supply—they are about building a more resilient and sustainable Metro Manila for future generations.
